Dr. Eldon Yu-Zen Li

Dr. Eldon Y. Li is from Keelung Taiwan and currently Professor Emeritus at California Polytechnic State University (San Luis Obispo), Chair Professor and Director of Ph.D. Program in Business at Taiwan Chung Yuan Christian University, and Chair Professor at Shanghai Tongji University. He is the former Unviersity Chair Professor and department chair of the Department of Management Information Systems at NCCU He holds a bachelor degree (1971/9-1975/6) in international trade from NCCU and both MSBA degree (1977/9-1978/12) in management information systems and Ph.D. degree (1979/1-1982/5) in information systems and quantitative sciences from Texas Tech University. He was the Dean of College of Informatics and Director of Graduate Institute of Social Informatics at Yuan Ze University, Chung Li, Taiwan (2003-2005), the Founding Director of Graduate Institute of Information Management, National Chung Cheng University, Chia Yi, Taiwan (1994-1996), the Coordinator of Management Information Systems Program, California Polytechnic State University, San Luis Obispo, USA (1986-1989; 2001-2003). He is a Certified Data Educator (CDE) and is also Certified in Production and Inventory Management (CPIM) by APICS in USA. He was a management consultant to the clientele of the U.S. Small Business Administration, a software quality specialist of Information Services Division at Bechtel Corporation, and a visiting software scientist at IBM Corporation. He has published over 300 papers in the areas of electronic business, service innovation, decision systems, human factors in information technology (IT), strategic IT planning, software engineering, total quality management, information management, and business management. His papers have appeared in top journals such as Communications of the ACM, Communications of Association for Information Systems, Computers & Education, Decision Support Systems, Information & Management, Journal of Association for Information Systems, Journal of Management Information Systems, Omega, Research Policy, among others. Dr. Li received five first-prize “Best Paper” awards from: Quality Data Processing, Journal of Quality Assurance Institute, Sun Yat-Sen Management Reviews, Information & Education, and The First Conference of International Chinese Information Systems Association. In addition, he received the prestigious “Most-Outstanding Research Award” from the NSC in both 1995 and 2004; the “Presidential Award for Outstanding Services and Contributions” from National Chung Cheng University in 1996; and the prestigious Y.Z. Hsu Outstanding Professor Award (Science, Technology, and Humanity Category) from the Far Eastern Y.Z. Hsu Science and Technology Memorial Foundation, Taiwan, December 31, 2003. He has received research funding from Ministry of Science and Technology in Taiwan for 28 research projects with a total budget of NT$25,410,952.

Dr. Li contributes significantly to academic communities since the mid 1980s. He started his service to Western Decision Sciences Institute (WDSI) in 1989; hosted 2001 annual conference; and became the President in 2002. His service to International Chinese Information Systems Association (ICISA) began in 1991; He became the President and served as the Editor-in-Chief for its official publication, Communications of the ICISA, in 1998. He began involving with Decision Sciences Institute (DSI) in 1990 and hosted International DSI Conference in 2011. He is currently serving as the V.P. for Global Activities in DSI. His service to Chinese Society for Information Management (CSIM, Taiwan) began in 1994 as a member of the board of society as well as the editorial board of its official publication, Journal of Information Management; in 2012 he became the Editor-in-Chief. His service to Asia Pacific Decision Sciences Institute (APDSI) started in 1997 including serving as a webmaster since 1998 (See http://www.apdsi.org/); he served as the Secretary General during 2001-2003; hosted 2005 annual conference; and became the President in 2007. Since he returned to Taiwan from USA in 2003, Dr. Li started his service to Association for Information Systems (AIS); he established Taiwan Chapter of AIS (TWAIS) and served as the President in 2009 (See http://www.twais.org/); he also served as Region 3 V.P. for AIS during 2012-2014. He established International Consortium for Electronic Business (ICEB) in 2001 and hosted its website since then (See http://www.icebnet.org/); he served as the Executive Director during 2001-2012 to promote electronic business research globally; hosted 2007 and 2014 annual conferences; and served as the President in 2008. In 2012, he was recognized as the permanent Honorary President for ICEB and its China Chapter (ICEB-CN). Finally, he founded Global Electronic Business Reesearch Center (GEBRC) in 2003 and has served as the director since then. The achievements of the center include over 100 research publicatinos, over 20 master and Ph.D. graduations, editorial office for 7 international journals, an EI+Scopus indexed ICEB conference, a large network of electronic business scholars from greater China, another large network of Chinese EB practitioners worldwide, another network of Chinese information system professors worldwide. He has contributed great effort in promoting digital economy through electronic business development.

He was the Head of Research Services Division, Office of Research and Development from August 2006 to July 2009, and the chairman in DBA from August 2010 to July 2015. While he acted as the chairman, he energetically fostered the exchange and cooperation of the colleges between CYCU and the universities in Mainland China. He was responsible to organize the cross-trait conference of management and economics, partially supported by MOST and the Ministry of Education of Taiwan, with Beijing Institute of Technology and Beihang University in 2011, Tianjin University in 2012, and Shaanxi Normal University in 2013. In particular, he guided the DBA student union of to earn the excellence award for the nationwide college union accreditation, hold by the Ministry of Education of Taiwan, in 2011 and 2012.

Dr. Li is the Founding Editor-in-Chief for International Journal of Electronic Business (IJEB), International Journal of Information and Computer Security (IJICS), International Journal of Information Systems and Management (IJISAM), International Journal of Internet and Enterprise Management (IJIEM), International Journal of Internet Marketing and Advertising (IJIMA), International Journal of Technology Policy and Law (IJTPL), and International Journal of Information Systems and Management (IJISAM), all published by Inderscience Enterprises Ltd., UK. He also serves as the Editor-in-Chief of Journal of Business and Management (WDSI, USA), MIS Review: An International Journal (Airiti, Taiwan), and Journal of Information Management (CSIM, Taiwan); the senior editor for a book series, Advances in Marketing, Customer Relationship Management, and E-Services (AMCRMES), published by IGI Global Publisher (USA). He has co-edited 5 academic books regarding electronic business and social media for IGI. He is a member of the editorial/advisory board for Communications of the ICISA (U.S.A.); a member of the editorial board for Information & Management (Elsevier), International Journal of Technology Diffusion (U.S.A.), International Journal of Management Theory and Practice (U.S.A.), and Journal of e-Business (Taiwan). He has created 6 special issues in international journals including Decision Support Systems (2005 and 2007), International Journal of Service Industry Management (2003), Total Quality Management and Business Excellence (2003), Journal of Global Information Management (2003), and Quarterly Journal of Electronic Commerce (2002)
